In the Los Angeles area the issue of servicing hydrants was approached from a different perspective. With the "LA Sleeve" the valve stem guide actually bolted up to the back side of the hydrant with an opening large enough so that the entire valve could be removed out the back for service using standard automotive wrenches.
A number of jurisdictions still prefer this design over extracting valves by removing the nozzles.
